DECRIMINALIZED | Loitering is no longer a crime – Pangilinan

June 18, 2018 – Senator Kiko Pangilinan has reminded the Philippine National Police (PNP) that loitering is no longer a criminal offense, following its move to apprehend bystanders in its anti-crime operations in line with the chief executive’s directive.
“Para po sa mga tagapagpatupad ng batas, hindi na po krimen ang tumambay, o mag-loiter. Republic Act 10158 has decriminalized vagrancy, amending Article 202 of the Revised Penal Code,” Pangilinan said in a statement.
The law was passed in 2012 under former President Noynoy Aquino, which also ordered immediate release of persons convicted of vagrancy.
Following this, Pangilinan called on police officials to review and implement correctly the existing rules on peace and order.
“Doble na sweldo ng mga pulis, sundalo, at lahat ng uniformed personnel ng pamahalaan. Gampanan niyo naman ang inyong tungkulin sa taumbayang pinagmumulan ng inyong kabuhayan at kapangyarihan. Maglingkod nang maayos at nang ayon sa batas,” he said.
President Rodrigo Duterte earlier ordered the PNP to be strict against people loitering in the streets, saying they can pose potential trouble to the public.
Presidential Spokesperson Harry Roque said Duterte only wanted to make the streets “safe from criminals and other unscrupulous elements.”
“[T]he President’s remarks are for the police to ask those who stay late at night in the streets to go home.  Now, should they be arrested if they refuse? The President as a lawyer knows that if no crime has been committed, there is no basis for arrest,” Roque clarified.
PNP Chief Oscar Albayalde, meanwhile, said there is nothing new with the campaign again bystanders.
“Lahat naman ng cities lalo na dito sa Metro Manila ay may ordinance patungkol diyan sa mga naka-standby sa mga lansangan lalo na ‘yung mga nakahubad na umiinom,” Albayalde said.
“If you will notice noong panahon pa na ako ay regional director dito, may napaparusahan na push-up, mga first offenders binibigyan natin ng parusa. ‘Yung iba naman na talagang makukulit, talagang fina-file natin ng kaso at pina-fine sila – merong kaukulang fine kasi yan sa local city.

Bytanders at night pose dagers of home owners in subdivisions and other areas in urban and rural. Revise the law made by Noynoy, kaya pala dumami Ang mga akyat Bahay dahil sa amendment ng Batas na yan.

FDA approves first Tawa-tawa capsule supplement versus dengue

Daily Apple Tawa-tawa herbal capsules is produced by Herbanext Laboraties Inc. based in Bago City, Negros Occidental. It is now  registered  and approved by the Philippine Food and Drug Administration (FDA) as a food supplement. The capsules, with FDA  Registration  Number FR-4000003953662, was made from “spray-dried extract” of Tawa-tawa (Euphorbia hirta), a small herb that is widely recognized in Philippine traditional medicine as a treatment for dengue and its related symptoms. Josie Alog, women and children section chief of the South Cotabato Police Provincial Office (SCPPO), said Tuesday the recorded crimes against children in the province’s 10 towns and lone city dropped by nearly half since last year.
